Where business criticality is high, a private cloud will make a lot of sense. Another way of looking at it is to consider whether a workload is key to a business’s competitive advantage. If it is, and the business has the capabilities to support it, then a private cloud is probably a more sensible option at least for your business-critical data and non-cloud native applications.
